Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the presentation of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of opposing developments captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: optimistic declarations are released from various governments. Considerable effort is allocated on restraining certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "settlement".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track rocket firings from Russian territory, a capacity afforded by current data. From vantage locations, military aircraft that had been scrambled to counter approaching guided weapons flew past – advanced fighter aircraft delivered to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons thundered: several firings fired to intercept a incoming threat. This was a sophisticated defense system at work, probably delivered by allied countries. Every firing shakes the surroundings, causing tremors. The moment of terror quickly gives way to sober acceptance: maybe the approaching threat won't strike its target this time, protecting urban areas from ruin and another blackout.
Persistent Threats
Not long after, a heavy machine gun engaged a drone close by, part of a defensive team – almost certainly allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it maintained course toward its destination.
Intermittently, this persisted until dawn. Kyiv faced the morning news: seven people killed, damage and utility failures in many homes as a result of the evening attack. As always, everyone still went about their day – living the war. But those 24 hours encapsulated Ukraine's essential dependence on international aid – a reliance that neighboring countries are demonstrably unable to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from American leadership provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new initiative from US leadership unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, certainly, persist.
Strategic Calculations
It is easy to blame specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The White House assumes that it is unrealistic to pressure the Kremlin to surrender the territory that it already controls in Ukraine's southern or eastern regions.
The issue is that while acknowledging this situation, American administration does little to deter Moscow, through words or deeds, from assuming that the current condition will not change more in its favour in the coming year.
Opposing Positions
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but avoiding a complete military breakdown until situations evolve in its benefit.
Present Conditions
Objectively, there are no genuine requirements for a truce. Now, subjective factors are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unworkable, so that their attention does not shift toward domestic problems. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will modify their basic position.
These two forces are influencing discussions.
Conclusion and Outlook
It took a just a single week to kill the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all served their function.
While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to modify developments, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
